How do I participate?
Participation is easy and there are two options available to all dealers.    The first method, electronic reporting only, will allow the dealer to report issuance of temporary license plates to the department via the Internet using a website provided by a third party provider.  The actual temporary license plate issued will be from the pre-printed stock already existing in the dealerships.  The system will verify that the temporary license plate was initially assigned to that dealer before issuance can proceed. Since the dealer purchased the inventory of pre-printed temporary license plates from a Tax Collector’s office or DMV Regional Office, no funds are required to be submitted for this service.

The second method, electronic reporting with print on-demand, has all the features of the first method with the addition of printing the temporary license plate at the dealership instead of issuing from pre-printed inventory.

Is participation mandatory?
Currently, the ETR program is voluntary. However, DHSMV will continually evaluate the process and may eventually require all dealers to participate in the ETR program. 

If I choose electronic reporting only, how soon do I have to update the department’s database?
All dealers using the electronic reporting method will only have 24 hours from the time the temporary license plate is issued to update the department’s database. 

What happens if I try to update the record and the department’s computer system is down? 
The 24 mandate is suspended during any period that our system is inaccessible. 

What are the costs involved?

What kind of equipment do I need?
For electronic reporting only, you will need a computer, internet access and access to the vendor’s website.  For electronic reporting with print on-demand, you will also need a printer and the temporary license.

What are the benefits of ETR?
Besides the obvious benefit of updating the Florida vehicle database with registration information which immediately allows law enforcement, toll authorities and parking authorities to verify the authenticity of the temporary license plate, dealers who participate will no longer be required to maintain a temporary license plate log.

Will STOPS (Drivers Licenses, Tickets) affect to issuance of temporary tags?
No.

Is the accounting for a second temporary plate done by deal, by VIN or other?  Meaning if the client returns the first car, on a Temp Tag, and then selects another car can the second vehicle then receive two temporary tags if necessary? 
We will not allow the same customer to get more than 2 temporary plates for the same vehicle.

Will the dealer be completely restricted from registering temporary tags to a vehicle they do not have the title for? 
As always, a dealer should not sell a vehicle without the title.

What restrictions, if any, are placed on the timing of issuance of a temporary tag then a permanent plate for the same vehicle?
A temporary plate is issued for 30 days.  A permanent plate may be issued at any time during the 30 days or even after.  However, once a metal plate is issued the temporary plate becomes invalid in our database and thus law enforcement will not be able to see it.

Is there a state approved fee that the dealer can pass on for either manual temp tags or print of demand temp tag? How should the dealer account for the $2.00 tag fee and the vendor fee on the Buyers Order?
The dealer should account for the $2 fee in the same manner that they are doing it now.  It doesn’t matter that the $2 is paid at an earlier date to a tax collector or whether we collect it during the print on demand transaction.  How the dealer accounts for it should not change.
